There are three ways to get Amber in Genshin Impact:
Amber is one of the three free characters that you unlock by playing the early part of the story through the Archon Quests. You can only get one copy of her, so you will need to find other sources to raise her constellation.
Additional copies of Amber can be pulled from the Wanderlust Invocation. All 4-star characters can be pulled from this banner, except for any new 4-star character during their Character Event Wish banner.
As a 4-star character, Amber has a chance to appear in the Starglitter Exchange every month. She can be traded for 34 Masterless Starglitter.

Not stackable with Passive Talents that provide the exact same effects.
Fires 2 arrows per Aimed Shot. The second arrow deals 20% of the first arrow’s DMG.
Baron Bunny, new and improved! Hitting Baron Bunny’s foot with a fully-charged Aimed Shot manually detonates it.
Explosion via manual detonation deals 200% additional DMG.
Increases the Level of Fiery Rain by 3.
Maximum upgrade level is 15.
Decreases Explosive Puppet’s CD by 20%. Adds 1 additional charge.

Amber, just as mentioned above, isn’t that great of a unit. Unless she’s reworked or her skills get massive buffs, she’s not going to get up there in the Tier List.
However, if you’re still dedicated to building Amber, here are some of the recommended weapons and artifacts for her.
Skyward Harp and The Stringless lie on top of the mountain for her. Both of them doing a fantastic job for the type of Amber you want to build.
If you’re leaning more on the Physical DPS side, Skyward Harp would be your pick of best weapons for Amber. If you’re more into the sub dps part, The Stringless fits the bill.
Increases CRIT DMG by 20%. Hits have a 60% chance to inflict a small AoE attack, dealing 125% Physical ATK DMG. Can only occur once every 4s.
Increases Elemental Skill and Elemental Burst DMG by 24%.
Amber’s artifacts will depend on the build you pick for her. A full physical build Amber would wear 2 piece Bloodstained Chivalry, and 2 piece Pale Flame. While a sub dps Amber would go for a full set Noblesse Oblige or 2 piece Noblesse Oblige and 2 piece Crimson Witch of Flames.
For main stats, it’s best to go with ATK Sands, Pyro DMG%/Physical DMG% Goblet, Crit Rate/Crit Damage Circlet. Depending on your crit rate.
